
National criteria
In response to national needs in developing education and improving its quality, Presidential Decree No. (82) of 2006 was issued to establish the National Authority for Quality Assurance and Accreditation of Education. Decision No. (25) for the year 2007 was also issued, including the executive regulations for the authority. In light of the authority's mandates, which include formulating the necessary policies to ensure the quality of education and taking the necessary measures to accredit educational institutions in Egypt, the authority has designed and prepared the national reference academic standards necessary for evaluation and accreditation, guided by global experiences while preserving the Egyptian identity. In light of global and regional changes, and the accompanying shifts in economic and social concepts, where natural resources are no longer the sole backbone of development, but rather the knowledge economy has emerged as a key pillar in development and improvement plans, education comes as one of the components of sustainable development and a fundamental guarantee for national security. This requires us to have advanced education characterized by high quality according to standard criteria, and governing and continuous systems to measure and evaluate the actual practices of educational institutions. Good education in the knowledge era focuses on encouraging students to be creative and innovative, use technology, and engage in continuous self-learning; this necessitates the development of educational institutions by enhancing their institutional capabilities and educational effectiveness, and directing programs and curricula to develop knowledge and skills that align with labor market requirements, equipping graduates with sufficient flexibility to keep pace with future changes. In light of the above, the authority has developed a comprehensive system to ensure quality and continuous development of education in Egypt, and has prepared a set of guides for the national academic reference standards in various scientific sectors to assist in building educational programs in higher education institutions in Egypt, with the help of representatives from the final beneficiaries and community stakeholders involved in education development.
